I don't think you draw any practical comparison between the two.
Normally, I'd be very explicitly against such accusations (because PS3 IS the prevalent platform on N4G) but after finishing Crysis 2 just recently, I CANNOT deem the "Graphics: 8.5" from IGN conceivable in any way! Even though the PS3 version might be ever so slightly inferior in terms of graphics, I think that even that version should receive a clear 10!
Also before Crysis 2, their marks for the graphics for games like Killzone 2&3 and GoWIII are too low.
I think the problem is that they don't have enough artists. That's why modeling of cars took so long and that's why the damage modeling is physics based rather than texture and shape based.
It is an average.

Besides, the "install base" should be considered to only consist of high-end computers which I believe wouldn't really be that significant.

You're right(though maybe exaggerating a bit): I think the music in Halo 1-3 was phenomenal and a really integral part of the experience, especially in the Warthog sequences at the end of 1 and 3.
That said, I don't think he'll be able to match the main theme maybe like ever. It's better than almost any other melody on film, even, and I believe it'll remain as his masterpiece.
